Set-Aside Volume
Your Built-In Advantage
The portion of the market designated for small businesses. A high set-aside ratio means agencies are actively mandating SB participation. When set-aside volume is concentrated — as it often is in construction and professional services — you have a structural advantage before the proposal is even written. Target these first.
